Abstract This capstone project aims to create a legal research system called OSG-LRAI that uses artificial intelligence. The system will help the Office of the Solicitor General (OSG) manage its caseload and improve its legal research abilities. The OSG, as the primary law office of the Republic of the Philippines, represents the government, its agencies, and officers in all legal matters. With a wide range of cases, from small special proceedings to high-profile litigation, the OSG requires an efficient and effective system to handle legal research and document review.

The OSG-LRAI system will leverage Natural Language Processing (NLP) techniques to analyze and compare the OSG's extensive historical data, including the Supreme Court Reports Annotated (SCRA) and other online Philippine legal resources. By harnessing the power of AI, the OSG-LRAI system aims to streamline the legal research process, enabling legal practitioners to identify relevant legal materials quickly and accurately. This will ultimately reduce the time and effort required for legal research, allowing the OSG to handle its increasing caseload more effectively.

Although artificial intelligence has been helpful in the legal field, there is still a need to connect legal professionals with AI technologies. Many lawyers need more training in using AI tools for legal research. This capstone project is a reference and guide for building AI-based legal research tools tailored to the Philippine legal system. By developing the OSG-LRAI system, legal professionals at the OSG can leverage AI capabilities to enhance their research methodologies and provide more efficient and effective legal services.

Through a literature review of AI in the legal field and a survey of users within the OSG, this capstone project explored the benefits and challenges associated with AI-powered legal research tools.
