| Abstract | This capstone project describes what the Computer Emergency Response Team (CERT) ought to look like one to three years after it is established. The study included a variety of activities such as surveys, interviews, and dialogue, as well as participation to CERT events and meetings both online and in person. These actions enhanced and contributed to the study's output. It supported the defined pillars (people, process, and technology) by utilizing the PESTLE tool, SWOT analysis, and the ten (10) stage scenario-building methods. This study has also shown the importance of these pillars in creating countermeasures against known common and future cyber threats and attacks, which is critical in today's digital environment. These methods produced three (3) possible scenarios, namely : 1. Empowering National Growth through the Development of CERT Technology Capabilities, Processes, and Workforce Skills. 2. National Level Response to Cyber Incidents, 3. Continuous Development of Threat Monitoring, Detection, and Counter-Measures. A three-year technology roadmap covering three important cybersecurity pillars (people, process, and technology) was developed based on the three plausible scenarios that described the future CERTs capabilities in the Philippines. With the technology roadmap, it enables organizations with established CERT identify and assess needed emerging cybersecurity technologies, processes and skills ensuring they can response and handle newer cyber incidents not just at the organizational level but at the national level. This study also seeks to serve as a resource for recommendations, assisting readers, particularly CERTs, to strengthen their operational activity and the effectiveness in the face of evolving cyber threats and attacks. |
