Resource Title The Filipino fact-checking movement: negotiations of practice and online media logic
Date Issued July 2023
Abstract Fact-checking takes a distinctly digital form in the Philippines, with fact-check content circulating mainly in online spaces. Despite the richness of global fact-checking literature, there is a lack of theory-driven work that questions the role of online media. Guided by Ahva’s (2017) practice theory and Klinger and Svensson’s (2015) network media logic, I explored the experiences of Filipino fact-checkers in three stages: first, by interrogating the nature of the fact-checking practice; second, by uncovering manifestations of online media logic in fact-checking work, and finally, by illustrating how Filipino fact-checkers negotiate with the logic of online media to perform the practice of fact-checking. Data was generated through interviews with 16 fact-checkers and observations with 2 organizations. On the level of practice, findings reveal that fact-checking is anchored on complementary pillars of responsiveness and proactivity, which seeks to target disinformation in different spaces. With regard to the role of online media, it appears that fact-checkers grapple with logics that heavily favor user activity, virality, and interest-based content, all while dealing with Big Tech agendas. In the face of online media logic’s apparent ubiquity, fact-checkers lean on the principles of their craft to work within, against, and outside the constraints of online media.
