| Abstract | The traffic congestion is a growing problem in urban areas in the Philippines. The road network and corridors have numerous choke points where there are high volume of vehicles mixed of public and private transportation mode. In highly urbanized city centers, the increase in passenger movements needs mass transportation system. The DOST-MIRDC has developed a new mass transit system called the Hybrid Electric Road Train. The HERT is a road based transportation system that has five (5) car coaches and can carry the capacity of 240 passengers at a time. The HERT is suited for road corridors that have the ridership of over 300,000 passenger flow per day. However, the HERT project has yet to be used in the major corridors in the Philippines. Since the development of the project in 2012, the prototypes are not yet utilized for public transportation. The objective of the research is to examine the HERT project and to find ways wherein the new technology can be used for future adaptability as a mass transit system. In the study, the data came from various literature relating to the HERT project. Available literature on the formation of the trolleybus in European countries, news clips on the testing of the HERT on UP Diliman, Clark Pampanga, Cebu and General Santos were analysed. The study also interviewed the Project Head of the HERT and the Hybrid Electric Train from the DOST-MIRDC. Questions about the overall direction of the Department and learnings from the trials of the Department were asked. To complete the perception and industry knowledge on the subject, interviews from transportation planners were also made. Questions with regard to the perception of transport planners on the viability of the use of the HERT were given by resource consultants.
