Abstract The University of the East Ramon Magsaysay Memorial Medical Center (UERMMMC) Library uses a Human Resource-mandated form to evaluate their library staff. This form also serves as the tool to measure their organizational performance. However, this method of evaluation lacks in perspective and does not have specific metrics for an academic library.

This study designed a Balanced Scorecard (BSC) for the UERMMMC Library through the use of the BSC Methodology of Norton and Kaplan. Objectives, metrics and performance measures were obtained from questionnaires and interviews, while agreement on metrics and performance measures, and setting of targets were derived from survey forms. Perception of the library towards the BSC was also determined.

The study revealed that the UERMMMC Library has 20 metrics and performance measures that can be used to achieve their mission and vision. Of the 20 metrics and performance measures, nine is in the Customer Perspective, five is in the Internal Business Process Perspective, four belongs to the Employee Learning and Growth Perspective, and two falls under the Financial Perspective. It is also revealed that the UERMMMC Library agrees that the BSC will help them assess their library's performance.

It is recommended that the UERMMMC Library implements the BSC to assess their library's overall performance and to be utilized during the yearly appraisal of the library staffs. The study also suggests that a review of the UERMMMC Library objectives be considered to make sure that all of their activities are aligned with their mission and vision.
