Abstract This project focuses on developing and implementing an outcomes-based reading program for the Barangay Dagatan Reading Center in Lipa City, Batangas. Moreover, it adopted the idea of the Outcomes-Based Reading Program developed by the California Library Association (CLA, 2018) with the aid of a Reading Blueprint designed for this reading program. The reading audience and program participants were selected based on the Chall's Stages of Developmental Reading and the Reading for Learning the New (Stage 3: 9 to 13 years old). The entire program was guided by a blueprint and detailed lesson plans documenting all the pre- and post-reading activities in each session.

An information dissemination activity was held last 26 March 2018 via posters and house-to-house initiatives of the barangay personnel. The pre-registration of participants was done to determine the number of possible learners.

The actual reading session started from 10 to 13 April 2018 wherein each afternoon session had a prepared reading lesson that the facilitator must be able to deliver to the participants. Pre- and post-reading activities were also prepared to test whether the participants are able to facilitate learning for each of the stated expressive and instructional outcomes.

Based on the findings of the project, it revealed that its overall implementation was successful, and that the community positively responded to it. Fortunately, there are plans already coming from the Teodoro M. Kalaw Memorial Public Library to re- implement the same program in other barangays' reading centers. Proposals to improve some of the challenges encountered have also been recommended in the future.
