Abstract Barangay Salawag is one of the 75 barangays in Dasmariñas City, Cavite - the southern province of Luzon island and is 42 kilometers south of Manila. Barangay Salawag, situated in the northeastern part of Dasmariñas City, was named as such because of the presence of the bamboo trees or in Tagalog, salawag. It is the largest barangay of the city in terms of land area and population (80,000). However, despite the huge population and many subdivisions and schools, no public library can be found.

Recognizing the needs of the community for a barangay reading center, this study, sought to analyze the community to determine these three factors: demographic profile, information needs, sources, and resources, and perception on the barangay reading center for the Barangay Salawag community.

A total of 200 respondents answered the survey questionnaire personally administered by the proponent on April 18, 2018. The data from the survey questionnaires and interview showed that (a) there were more female respondents in both children, teens and adult respondents (b) English was the more preferred language by children and teens (c) Filipino was the more preferred language by adults (d) most adults achieved a higher education and were literate and employed (e) most are interested in reading and (f) most are willing to help and support the establishment of the Barangay Reading Center by volunteering to work.

The results and recommendations of this study are the Development Plan for the Barangay Salawag Reading Center. It includes the Collection Development Policy and Operations Manual that will provide the community and the Barangay Reading Center staff with a guide that informs and supports the development of library collections and services.
