Abstract The school library is one of the other venues where a student can extend learning and discover more beyond what is taught from the classroom. Taking into account the support that the local government of Makati City ensures to provide to its constituents, the researcher had seen that sustaining adequate resources for the public school libraries in the city was not a problem. However, these resources will be useless if the school community do not know how to maximize these available resources allotted to them. Library programs serve as a way to promote the library and encourage the students and teachers to visit the library more often. However, if library programs do not meet its desired goals, it defeats its purpose. In order to avoid these situations, the researcher tried to find out the conditions perceived by the selected public elementary schools in District II and IV of Makati City whether the librarians or teacher-librarians, school administrators and teachers from the selected public elementary from each district are able to successfully conduct school library programs. It was also the goal of this research to examine the relationship between the situations of the school libraries and their school library programs with the involvement of the principal, teachers and acting librarians. A total of 149 students and 112 teachers answered the questionnaires distributed to the participating schools. The acting librarians from each school were also interviewed to determine the planning process and implementation of library programs and to gather their opinions on how to further improve the library programs that they currently have. Collected responses from the students and teachers have shown that they wish to maintain most of the programs conducted in their schools. However, specific goals and objectives must be formalized and support from the local government and external organizations must tapped to encourage that learning community to maximize the resources available in their school library.
