Abstract Disasters whether caused naturally or through human intervention are events that cause damage and destruction. One factor that greatly affects the possibility of a disaster to occur is the vulnerability of a certain place. The Philippines is located within the Pacific Ring of Fire making its volcanic and plate movement very active. On a more local perspective, Marikina City rests upon the Marikina Valley Fault System which could produce earthquakes with estimated magnitudes of 6.2. The Marikina River is also closely situated to the library. Considering all of these factors, the Marikina City Library proved to be one of the most highly risked institutions within the city.

This study focused on creating a disaster management and recovery plan for the Marikina City Library. It used a semi-quantitative approach for risk analysis which gave subjective types of data an objective result. Hazards that pose a threat to the library could now be ranked according to their ratings and procedures can be prioritized through this manner. The data gathered from the survey questionnaires given to the Marikina City Library staff revealed that the top three risks were. Property Destruction Due to Storms and Typhoons, Flooding Due to River Overflow and Leaky Roof. With this information, the library staff can prepare and anticipate flooding related disasters better.

In line with knowing the type of disaster that could strike the library, the awareness and preparedness of librarians and staff should also be put into consideration. One of the previous studies yielded that librarians of the Marikina City Library are not well equipped to manage disasters. They rely on basic skills and information derived from attending seminars instead of evidence based knowledge. The institution as well had inadequate equipment that should make them prepared enough when disaster strikes.

With the past experiences of disasters and calamities matched with the lack of disaster readiness and preparedness of the library staff, this served as an inspiration to formulate a disaster management plan. The Marikina City Library will greatly benefit from on and could serve as an example for other libraries as well.
