Abstract By virtue of Republic Act No. 7743, also known as “An act providing for the establishment of congressional, city and municipal libraries and barangay reading centers throughout the Philippines, appropriating the necessary funds therefor and for other purposes”, it is mandated that every Barangay in the Philippines (LGU) should establish reading centers which include the provision of the structure, fixtures, equipment and hiring of personnel-in-charge for the reading centers. However, due to budget constraints and lack of knowledge with the existence of the law, most barangays are not able to comply with this law.

Thru partnership with the community, the LGU and other organizations, the proponent of the project established a reading center that will be sustainable and will continue to serve the barangay even during times of change in leadership of the LGU.

Despite the lack of appropriation from the LGU, the proponent was able to continue the project with the help from Kabataan para sa Bayan at Kaunlaran (KABAKA) for funding the project, Sangguniang Kabataan and Sulong Kabataan for manpower services, from De La Salle University Library and Quezon City Public Library for donating library materials in addition to the collection of the KABAKA, Sangguniang Kabataan, and the Task Force on Youth Development (TFYD)
