| Abstract | Evidence-based project management is the framework of this project wherein pertinent documents internal of the Caloocan City Public Library (CCPL) and those from external coordinating offices of the city were collected to formulate an all-encompassing library policy manual for the library. These documents were supported by verbal recounts of the library staff, transcribed and added to form a more coherent set of rules for the library users to follow. Another output of this project following the same framework is the creation of the CCPL’s proposed 5-year Development Plan. This output, which projected plans and funding allocation for fiscal years 2022 to 2026, was based on the city’s Comprehensive Development Plan 2020-2022. As justification for the funding allotment for CCPL, a community needs analysis was conducted to select residents of Caloocan City via snowball sampling. The data generated by this survey measured the awareness of the residents about the existing collections, services, equipment, facilities, and programs of CCPL; while at the same time, assessed their additional library needs that they want the library to provide. |
