Resource Title Technical competencies of medical librarians : conduits for continuing professional development (CPD)
Date Issued December 2016
Abstract The medical field revolves around a dynamic and fast-paced environment. Health information professionals, health sciences librarians, or medical librarians already play a very significant role in the medical field. Medical librarianship is a very unique and special area of knowledge where medical librarians cater to needs of health professionals including physicians, nurses, teachers and students of health sciences and even recently catering to patient care. In order to be equipped with the appropriate knowledge and skill sets, there is a need to determine the future skills, knowledge, and appropriate competencies. As the Philippines partake in the ASEAN integration, the Philippines joins ASEAN countries in accepting professionals from the other members of the ASEAN. As we are preparing to establish a structure for accepting foreign workers, we are also trying to evaluate our skills and competencies in hoping to compete with the international market. This endeavor leads medical librarians and other information professionals to begin discussing and examining the competencies needed to practice medical librarianship not only locally but also internationally.

This study generally sought to determine the technical competencies medical librarians should possess to prepare for ASEAN integration. There are two research instruments: (1) survey questionnaires for medical librarians, and (2) a focus group discussion (FGD)guide. Data gathered were collated and tabulated in frequency and percentages tables and then analyzed to carry out the objectives of the study. The data gathered revealed that most health sciences librarians prioritize the competencies in the following order: 1. Knowledge of Health Sciences, Health Care and Environment and Information policies(34%), 2. Health Sciences literacy skills and Information Services(30%) 3. General management and Information organization competencies(22%), 4. Health Sciences Resources Management(8%) and 5. Information Systems and Technology with 6% primary reference. With the implementation of the Continuing Professional Development Law, it's about time that a set of competency be instituted as a requirement to be accepted in medical and health libraries. The Medical and Health Librarians Association of the Philippines (MAHLAP) should be the one to initiate policy-making and implementation of new regulations regarding training and capacity-building based on a set of competencies. MAHLAP should be the forerunner of pursuing lifelong learning and comply with the CPD Act. MAHLAP should be one of the providers for specialized training of medical and health sciences librarians in the Philippines.
