Abstract The barangay is the most basic unit of government. It is continuously accumulating records on a daily basis to support its day-to-day transactions. It is for this reason that the importance of having an efficient and effective records management system should be implemented in the barangay level. Standard record keeping practices within the barangay will lead to good governance, transparency, accountability and better administration. Makati City, being one of the highly industrialized and progressive cities in Metro Manila, is mandated by the law to implement a records management system in compliance with the standard.

The study sought to assess the current records keeping practices of selected barangays in District II of Makati City with the intention of improving the system that they currently use. The study looked into the following elements of records management: records creation/capture, records registration, classification, storage, disposition status, use and tracking and implementation of disposition.

Descriptive method of research was utilized on this study. Ocular inspections, observation and interviews were conducted to assess the present records management practices of the selected barangays. Data gathered were then compared to the standards of ISO 15489, RA 9470 and RA 7160 to check for compliance.

The study revealed that almost all barangays are experiencing issues with their records management. The absence of a standard records management system along with lack of proper training for personnel who manages the records is the main cause of these problems. In addition, the study found out that the staff-in- charge are not familiar with the provisions of the standard and unaware of the law that mandates the records management of the barangay which highly contributes to poor records keeping practices.

Recommendations that were given in this study included personnel training, establishment of a central records office, utilization of records management tools, creation of records disposition schedule and a local ordinance regarding records management by the city government to be implemented in the constituent barangays within Makati City and eventually, in all cities of Metro Manila.
