Abstract In the field of Library and Information Science (LIS), both foreign and local studies show that there is a need for more leaders in the field. In the Philippines, the Professional Regulatory Board for Librarians (PRBFL) sent a team to conduct monitoring visits in different libraries in the country. However the team seldom encountered plans that include visions, goals, and strategies. Moreover, some librarians had no motivation to work, and had no skills to influence administrators for the improvement of their libraries.

Different LIS institutions and organizations may offer seminars and training programs for librarians in the Philippines for their continuing professional development to help Filipino librarians develop not only their professional competencies but also their personal competencies, which includes leadership. Before offering leadership training programs and courses, there is a need to assess the leadership skills of Filipino librarians. Along with this, the leadership skills they possess were determined, as well as the leadership skills they need to develop. This study based its framework from the study of Jange (2012) to assess leadership skills of librarians in the National Capital Region. While he assessed the leadership skills of Pakistani librarians, their leadership skills could be different from the leadership skills of Filipino librarians and librarians of other countries as well due to cultural differences.

Through purposive sampling, the proponent sent online survey form to select librarians for its improvement, and then sent the improved questionnaire via electronic mail to key library associations in different librarianship fields. Within the data gathering schedule, forty-seven (47) respondents gave valid responses.

This study showed that Filipino librarians in NCR possess and demonstrate in varying extent the following leadership skills: visionary, shared vision, innovation and creativity, challenging status quo, influencing the community, valuing people, caring for people, appreciating colleagues, motivating team members, management of funds, time management, mentorship skills, trustworthiness, honesty, good communication skills, commitment and passion, risk-taking skills, political competence, listening to feedback, and commitment to lifelong learning and development. On the other hand, this study showed that Filipino librarians in NCR need to develop the following leadership skills: visionary, shared vision, influencing community, managing of funds, management of time, mentoring skills, good communication skills, commitment and passion, risk-taking skills, political competence, listening to feedback, maintaining positive outlook, resilience, and improvement of emotional quotient. It is therefore concluded that Filipino librarians in NCR needed to be trained in all these leadership skills, with an emphasis on those skills Filipino librarians in NCR need to develop. Recommendations were formulated for training library institutions and for further study.
