Abstract The National Training School for Boys, a residential rehabilitation facility ran by the Department of Social Welfare and Development provides services to youth offenders ages 9 to 18 years. The study was conceived to understand and describe the structures and processes of the center as well as to know the perception of the staff and clients on the current programs and services. The results of the study involving 40 staff and 33 youth reveal that the structures and processes of service delivery along planning, coordination, communication, and decision making are existing in the center. However, involvement of clients in the structures and processes is limited. This resulted to different perceptions between the staff and the boys on the adequacy and responsiveness of the service delivery. This study recommends the maximization of involvement of clients and staff in the planning, coordination, communication, and decision making structures and processes of service delivery at the Nation Training School for Boys. Administrative measures and development of academic curriculum leading to a certificate degree for caregivers are also recommended to upgrade the qualification standards of service providers.
