Abstract This study was undertaken to prove the following assumptions:
1. The policies pertaining to recruitment and appointment of faculty are generally not operationalized and observed because of the following factors: shortage of qualified social work faculty and problems of supervision and coordination between the Ministry of Education and Culture (MEC) and schools of social work and other problems or features unique to the individual school situation.
2. There are no common standards and policies pertaining to faculty recruitment and appointment in schools of social work.
3. Because of non-observance of these policies in recruitment and appointment, most of the schools of social work offer on courses in social work but otherwise, provide limited opportunities for other teaching-related activities like curriculum development, student program advising, faculty research, faculty meetings and community extension activities.

This study further aims to analyze recruitment and appointment practices and extent of implementation of policies of the Ministry of Education and Culture in the eight (8) schools of social work.

Two sets of questionnaires were used in gathering data. One set for the fifty-nine (59) faculty respondents and the other set for the eight (8) heads of schools of social work. Individual personal interviews were conducted alone by the researcher so that there will be consistency in questions asked and responses made by the respondents. Pre-testing was conducted before the actual gathering of data.

The following are the major findings of the study which confirm the three assumptions:
1. The schools of social work do not have standardized recruitment and appointment procedures.
2. Only twenty-two (22) are working full-time faculty members out of fifty-nine (59) faculty in the eight (8) schools of social work.
3. Only nineteen (19) are Masters of Social Work. The remaining are masteral candidates.
4. Faculty salary is inadequate.
