| Abstract | This is an exploratory study and evaluation of the objectives and functions of the Council of Welfare Agencies Inc. during the years 1960 to 1964. This study attempts to compare the accomplishments and actual operation of the Council with commonly accepted methods and standards established for a coordinating council. Thirty executives of member agencies and fourteen chairmen of Council committees comprised the respondents for this study. A structured questionnaire was completed by the respondents. In addition, personal interviews were conducted. An interview schedule was devised in accordance with the eight areas evaluated, namely: objectives, functions, policies, board organization and administration, membership in the Council, program activities, financing, and accomplishments of the Council. Analysis of the data showed that the Council of Welfare Agencies attempted to follow through its objectives as embodied in its Constitution and By-Laws. Findings revealed, however, that the Council did not entirely succeed in performing the expected functions of a coordinating entity, for example, it was weak on research. Its program activities were not focused on the objectives and functions of a council. Consequently, it failed to meet the important needs of the community. Most of the respondents therefore, believed that the Council did not accomplish its objectives during the period under study. Based on the findings, it was felt that the Council should take a closer look at its objectives and functions, particularly the aspect on coordination, social research, and social action. An intensified program on the areas mentioned was so recommended to correct whatever were the weaknesses of the Council as discovered by the study. Hence a set of recommendations were proposed. |
