| Abstract | Today, institutions of higher learning are faced with the challenge of contributing to national development by engaging in community development work, while carrying out its equally important functions of instruction and research. The community development program of Maryknoll College's Office of Social Concern is one of the school's efforts to extend its resources and services to its neighboring communities. The office was established in 1981 to undertake an active partnership with a depressed community for the conscientization and self-development of both the Maryknoll community and the partner community. Since 1983, it has focused its community development program in Barrio Ibayo, Maly, San Mateo. The program recognizes that the socio-economic-political upliftment of the community can take place through the conscientization of the people. It employs a method which emphasizes the participation of the people in all phases of the community organizing process, including evaluation In order to assess the effects of the program on the target community, a participatory evaluation methodology was employed. This was based on the belief that the people must take part in evaluating programs affecting their lives and that evaluation must be made simple enough for people at the grassroots level to appreciate and understand, thereby utilize the knowledge gained from the research process to effect change in the community. The Research Problem The research answers two basic questions: what are the overall effects of the OSC External Program among its target clientele; and what specific methods and strategies may be used for participatory evaluation?
