| Abstract | Remote regions of the Philippines are rural communities that thrive with existing rural technologies. These locales may not need to immediately adapt to novel technologies available in developed urban centers, as local organizations have appropriately developed their own through respective innovation systems. Moreover, there are shifts in technological trends, externalities, and widespread adaptations which are recognized for such mature-state technologies reaching these far locations. The proponent of this study employed a Technology Forecast using scenario building methods to provide perspectives of the future of distant geographies which may face compelling technological problems. Research location in-focus is the northmost territory of the Philippines—the Batanes Group of Islands in Region II: Cagayan Valley, fit to the criteria of rurality in terms of distance, population density, insular communities, and having no evidence of adaptation to emergent technologies. A customized scenario building approach based on the Intuitive Logics (IL) four-step method as was employed; targeting a specific rural location, aimed to address three selected technological issues—Infrastructure, Supply Chain and Operational Processes, and Human Capital, whereas technologies recommended to be adapted are based accordingly. Approach to data is mostly qualitative, and in consideration of pertinent macro-environmental trends. Two scenarios were developed: the first is when the proposed technologies are adapted by region, thereby realizing described benefits, while alternatively is the opposing scenario of doing nothing, accompanied with its costs and consequences. The result of the study intends to bring strategic value at select industry sectors and organizations in the research terrain. |
