Abstract The outbreak of COVID-19 greatly impacted everyone’s lives. Every country has its own strategy for minimizing and mitigating the risk of getting the virus. The onslaught of the pandemic resulted in an increase in the unemployment rate, the shutting down of small to medium businesses, and the risk of getting the disease. Emergency responses include cash assistance in providing help to people whose sources were disrupted by the imposition of lockdowns and greatly affected by the pandemic. The government created strategies for implementing the financial aid distribution per local government unit but there are factors hindering these initiatives. Corruption or palakasan, manual distribution, delay payout, and risk of getting are the common challenges faced by the local government unit.

The research discusses the challenges faced by many and how technology will help in alleviating these pain points to make people be more comfortable in getting aid. The technology-based solution concepts are not focused only on COVID-19 but will be extended to other crises that require financial aid. The purpose of this capstone is to provide the concept of a solution and the role of technology in overcoming these challenges. It is expected to help the local government unit and its people to streamline the processes of giving and distributing financial assistance through the use of new and emerging technologies and incorporate it into the policies and guidelines for the implementation of any initiatives of the local government. It also aimed to assess the challenges using design thinking approaches along with the product development tools and be able to provide solutions.

The frameworks and tools used in this study for financial assistance reveal the existing challenges faced by many people that can be transformed into digital automation. It is recommended that the local government unit should invest more in technologies to aid manual work to distribute and increase productivity among the government employees while promoting transparency and can possibly save revenue and allocate it for other programs and policies being implemented by the government.

The capstone highlights challenges for the adoption of technology solutions and how it can help the humanitarian community and technology solutions providers to overcome these barriers and realize the potential of technology to enhance the capacities of distribution aid.
