Abstract The Philippines needs greater sources of renewable energies as it transitions from the conventional into a sustainable supply of power to mitigate the rising fuel prices and combat harmful environmental effects such as greenhouse gas emissions. This study is focused on site suitability investigation, coupled with a technical approach, to identify areas which are suited for offshore wind farm installation based on pre-defined decision criteria relevant for proper off-the-shore siting. The suitability investigation tackled the Multi-Criteria Decision Analysis (MCDA) using Analytic Hierarchy Process (AHP) and was limited to technical and environmental criteria as the aim was to obtain a rough sketch of candidate areas as opposed to the relevance of socio-economic considerations.

Inputs from six experts in various disciplines were interviewed on a set of pre-defined factors to create a ranking by order of significance as referred to from Saaty’s Nine-Point Scale of Relative Importance. Checking the consistency of their responses thru the Consistency Ratio (CR) was done to verify the soundness of judgements of all respondents where the individual and overall CR value was less than 0.1, thus, acceptable. Based on the factor’s corresponding weights, the normalized scores generated a hierarchical structure where Bathymetry ranks first and followed by Geological Hazards and Physical Oceanography. Guided by a suitability scoring matrix for factors layer, the output was used to establish standardized maps using the weighted overlay function while a buffer zone table was set-up for the constraints layer. Two methods were adopted to combine multiple layers into one factor, averaging the factors and the conservative approach. The first procedure gets the average cell values of all input raster while the latter retains the lowest index score on a cell-by-cell basis.
