Abstract | The Government Procurement Act or Republic Act (RA) 9184 compliance of procuring entities continues to be the main barrier to the nation's aims of equity, openness, and responsibility in government procurement. The study's main objective is to develop a technology roadmap for the modernization of the procurement management of NEDA, the country's main socioeconomic planning body, by using various project and technology management approaches in creating the plan. Analytical tools such as survey questionnaires, subject matter opinion, PESTEL, and SWOT methods were applied to determine the status, effectivity, problems, limitations, and areas of improvement of the current management of the agency's procurement. There were 22 respondents who answered the questionnaire as end users, four (4) interviewees from the members of the NEDA Bids and Awards (NBAC), one (1) interviewee, a former NBAC chair, and eight (8) interviewees from the Administrative Staff-Procurement Management Division (AdS-PMD), which also acts as the secretariat for the NBAC. Results of the analysis showed that all respondents had a level of understanding of RA 9184 and its IRR and expressed support for the transformation of the existing procurement process and management of NEDA. This includes the development of a system for procurement monitoring, the creation of web-based procurement templates that can be filled up online, the development of an e-Library, the digitization of contracts and other procurement documents, the adoption of e-signature or Philippine National Public Key Infrastructure (PNPKI), application of emerging technology like Blockchain for security and integrity of document repository and database system. In support of implementing the Technology Roadmap, recommendations on improving the institutional set-up, internal policies and guidelines, and a capacity-building program on procurement were provided to ensure successful execution.
