Abstract With the drive of the Philippine government towards digital transformation and development by strengthening the security and resilience of Philippine cyberspace, it is of utmost importance for NAPOLCOM to support and follow this initiative by increasing the cybersecurity disposition towards a digital and innovative government organization. The NAPOLCOM, just like other units in the government, is embracing digital transformation; however, considered a novice in cybersecurity. Considering the increasing use of digital technologies and the crucial role of cybersecurity, it is indispensable to upgrade NAPOLCOM's data protection and security for advanced technologies. Moreover, there is current knowledge awareness and skills gap on cybersecurity among employees and the management in the institution. Hence, this research paper examines NAPOLCOM's cyber capability and readiness to adopt emerging cybersecurity technologies for a robust, resilient, and effective cybersecurity framework. Applying Technology Management principles such as Technology Foresight, future technology robust strategies are created to solve gaps and opportunities for enhancing cybersecurity performance in the organization. This study may serve as a technology roadmap in the NAPOLCOM and other government units to strategically be successful in implementing cybersecurity technology in the next five years. Three plausible future scenarios were created through the lens of Technology Foresight using Scenario Building. Each scenario indicates that cybersecurity technologies will affect the capability and readiness level of NAPOLCOM in the next five years. Scenario 1 indicates established cybersecurity policies and guidelines as standards but social limitations hinder the organization's acceptance and readiness for cybersecurity technology.
