Abstract This study explores the future of smart irrigation systems and their adaptation in the Philippines through scenario building. It addresses the current state of irrigation systems in the country, identifying existing gaps, concerns, and issues that impede the adoption of advanced technologies. The research delves into the historical context of Philippine agriculture, various irrigation systems, and the integration of modern technologies.

The study identifies key factors that could enable and accelerate the adoption of smart irrigation systems through a comprehensive analysis. Using a 10-stage scenario-building approach, the research forecasts potential future scenarios and develops a technology roadmap for the mainstream adoption of these systems. The scenarios include cultivating resilience through technology upgrades and capability building; harvesting prosperity through rural development through increased accessibility to technology; and ensuring sustainable harvests with a focus on regulatory measures.

The proposed strategies aim to bridge the identified gaps, leveraging technology to transform the Philippine irrigation sector into a more adaptive and sustainable system. It will inform policymakers, stakeholders, and practitioners in the agricultural sector of strategic insights for effective and efficient irrigation practices over the next five to ten years.
