Abstract This study examined the situation of the women trainees of two male-dominated service academies in the Philippines and investigated the academies’ gender responsiveness through a modified framework that was adapted from the United Nations Strategic Results Framework on Women, Peace, and Security (2011) and the Defense Reform and Gender Framework of the Geneva Centre for the Democratic Control of Armed Forces (2009). Almost all of the 130 women trainees who were surveyed experienced at least one form of harassment at least once in the service academies. Separate Focus Group Discussions amongst select women trainees, female Tactical Officers, and academy officials were conducted to validate and discuss the survey results and courses of action to eliminate gender issues in their respective academies. Gender Analysis using the templates of the UNSCR “1325 Scorecard” (2015) and the “Gender Self-Assessment Guide for the Police, Armed Forces, and Justice Sector” (2011) found the two academies not gender-responsive as gender perspectives were not institutionalized in all the phases of operations, particularly in the training of the future uniformed service Officers. Thus, the academies need to vigorously institutionalize and mainstream gender equality goals and integrate gender perspectives in all aspects of academy life.
