Abstract The imposition of various quarantine levels in the Philippines during the COVID-19 pandemic disrupted the implementation of the scholarship programs of the Technical Education and Skills Development Authority (TESDA). The results justified that students with high levels of self-determination would lead to positive learning outcomes. As recommendations, to optimize student engagement and outcomes in TVET, it is essential to enhance motivational strategies in blended learning, enrich curricula, ensure trainee commitment, and adapt to evolving educational needs, while exploring the impact of delivery methods on student ixmotivation. The research will prove beneficial for the skills trainers to understand the underlying f
