Abstract Republic Act 10121 and the National Disaster Risk Reduction and Management Plan (NDRRMP) 2020-2030, Thematic Area III – Disaster Response and Early Recovery, mandated the Office of Civil Defense (OCD) to oversee the implementation of civil defense and disaster risk reduction and management programs to lessen the susceptibilities and risk to hazards of communities and mitigate the effects of disasters.

As one of the agencies at the forefront of mitigating and managing the effects of disasters, the OCD through its various Regional Offices, distributes emergency relief items to supplement the resources of Local Government Units (LGUs) in times of emergencies.

To ensure the timely provision of assistance, OCD conducts anticipatory actions for emergencies, such as procurement and pre-positioning of emergency relief items in the nineteen (19) warehouses and three (3) logistics hubs of OCD that are strategically located nationwide.

This foresight study, using the 10-stage scenario building, explored the potential future adoption of Blockchain Technology in OCD’s logistics/warehouse system, especially during disaster response.
