Abstract The capstone project, the proposed 3-year Digital Applications Development and Adoption Roadmap for the Civil Service Commission Regional Office No. 2 aims to provide valuable insights and recommendations that may benefit the whole organization of the Civil Service Commission as well as the public of which it serves. Although it considers the whole CSC as a major driving force in the successful implementation of this project, this study, however, shall be limited within the context of the CSCRO2.

Beginning with small-scale digital initiatives allows CSCRO2 to demonstrate the value and feasibility of digital transformation within a controlled environment. By focusing on a specific area or process, the organization can showcase tangible results, gaining buy-in and support from its stakeholders. It provides an opportunity to identify and address potential challenges, such as technical issues, organizational resistance, or resource constraints, in a more manageable context. By initially minimizing the scope and scale, the CSCRO2 can effectively manage risks, learn from early experiences, and refine strategies before scaling up to more complex and extensive transformations.

Starting small facilitates a learning mindset and encourages iterative improvements. By adopting an agile approach, CSCRO2 can gather valuable feedback, assess the effectiveness of digital solutions, and incorporate lessons learned into subsequent phases of the transformation. This iterative process ensures continuous learning, adaptation, and optimization, increasing the likelihood of long-term success.

A small-scale starting point allows CSCRO2 to lay the groundwork for the scalability and expansion of digital initiatives. The organization can easily replicate and scale successful solutions across different units, departments, and regions by carefully designing and documenting the digital transformation processes, frameworks, and architectures.
