Abstract The PisayOne ICT Infrastructure aims to interconnect all the Department of Science and Technology - Philippine Science High School Campuses located in the different regions of the country into one robust and resilient network. The different geographical locations of the campuses posed many challenges in terms of ICT resources. Thus, it resulted in digital divide and inequality, and information system silos. The framework created and used in this research was based on the Technology-Organization-Environment framework which consists of four stages: (a) SWOT and PEST analyses; (b) Technology Assessment; (c) Technology Adoption; and (d) Strategic Roadmap.

The factors that affect the organization were identified for both internal and external environments. With this, one of the action plans identified was the centralization effort by building ICT infrastructure. The critical technologies necessary for the establishment of the PisayOne ICT Infrastructure revolve around the computer networking technologies such as network protocols, network equipment, and software-defined networks. These technologies were put together to create an ICT architectural design for PisayOne. The insights of the invited experts were gathered and considered for the establishment plans. The strategic implementation to establish the PisayOne ICT Infrastructure was divided into phases during the four-year period. The benefits of the PisayOne ICT Infrastructure are numerous as it will serve as the backbone of every ICT initiative of the PSHS System. The PisayOne is also expected to propel the smart campus vision of the organization. With the PisayOne at its core, the PSHS System can become a technology-driven organization fulfilling its mandate to the nation.
