Abstract | This research paper examines the need for a comprehensive policy framework governing Artificial Intelligence (AI) in the Philippines. As AI rapidly evolves, it presents both significant opportunities and potential risks, particularly in developing nations like the Philippines. It is very evident how AI can boost economic growth and societal development in the country. However, barriers such as limited resources, regulatory uncertainties, and inadequate infrastructure hinder its full adoption. As such, this research evaluated the existing AI policies globally, as well as the best practices of countries in the ASEAN region. It also assessed the current AI landscape in the Philippines through the Government AI Readiness Index 2023 report, responses gathered from key informant interviews, and desktop research. This study utilized technology foresight methods, particularly the “scenario-driven road mapping” discussed by Hussain et al., in developing policy strategies and proposed action plans for AI governance. It includes the formation of three plausible scenarios derived from the current state of AI policy development. Key findings show that, currently, there is no specific governing policy for AI in the country, but it still has relevant laws like the Data Privacy Act of 2012 and the Cybercrime Prevention Act of 2012, which would help the country address issues on AI development and deployment. Different agencies within the government have also initiated efforts such as the National AI Strategy Roadmap (NAISR) 2.0 and established the Center for AI Research (CAIR).
