Resource Title The future of Philippine national ID: a technology foresight through forecasting by analogy

Abstract This study examined the future of the Philippine national ID system, or the Philippine Identification System (PhilSys), by comparing it with Estonia's successful national ID or e-ID system. This study focused on digital transformation, service integration, and governance. A qualitative methodology using forecasting by analogy examined both systems' economic, political, cultural, social, managerial, and technological dimensions. The study used literature reviews and stakeholder interviews, to identify key similarities and differences.

Results revealed that Estonia's e-ID system operates within a highly developed digital economy, whereas the Philippines' PhilSys is still in the early stages. While Estonia's advanced digital infrastructure and trust in government accelerate its system's success, the Philippines faces challenges in political structure, economic disparity, infrastructure, and cultural attitudes toward government digital initiatives.

The study concluded that while direct adoption of Estonia's model is impractical due to these differences, the Philippines can improve PhilSys through strategic recommendations. These include integrating PhilSys with the civil registration, healthcare system, expanding digital literacy, streamlining government processes through data exchange platforms, leveraging the use of public key infrastructure, expanding the use of IDs for daily transactions, and building ICT skills at an early age. These steps can enhance the Philippines' service delivery, security, and digital governance.
