Abstract | This study applied the Capability Approach to analyze the empowerment process experienced by urban poor women from Bagong Silang who lost family members due to President Duterte’s War on Drugs. These women, previously non-politicized, traumatized and disempowered, became active participants in seeking justice and resisting state violence. It aimed to understand the processes that awakened and strengthened the resolve and capacities of women-left-behind to participate in resisting the War on Drugs. Specifically, it sought to answer the following questions: a)What are the processes that motivated women-left-behind to defy the atmosphere of fear and impunity and engage in resistance against the EJK of the War on Drugs? b) What is the impact of these processes on their quality of life?, and c) What is the role of being women in the development of their capacity to resist? This study adopted an Interpretivist approach which emphasizes understanding how individuals interpret their reality and construct meaning from their experiences. It employed the case study method and utilized in-depth interviews, focus group discussions, and document analysis. In using the Capability Approach as framework, concepts such as agency, wellbeing, freedom, capabilities, collective capabilities, resistant capability, and empowerment guided data analysis. Nussbaum’s Central Capabilities, specifically bodily integrity, emotion, affiliation, practical reason, control over one’s environment, and senses, imagination and thought, were used to categorize and analyze the capabilities that were developed and expanded.
