Abstract This study reimagined the future service delivery system of Actimai Philippines Inc. through technology foresight, using forecasting by analogy as its primary strategic method. It adopted a structured 10-step foresight approach to address long-standing delivery challenges, including inconsistent quality assurance, delayed project completion, and the absence of profitability visibility at the individual and team levels. By referencing service delivery innovations implemented by IBM and Deloitte, the study constructed future scenarios tailored to Actimai’s organizational context and operational maturity.

A comprehensive environmental scan identified key predictable variables (KPVs) and critical uncertainties (CUs), which were clustered and ranked based on their strategic impact and volatility. These variables served as the basis for three foresight-driven scenarios: (1) S.T.R.I.D.E., which introduced AI-based orchestration and sprint-level delivery control; (2) A.C.E., which optimized workforce deployment by aligning skills and profitability insights; and (3) P.R.I.S.M., which embedded predictive quality assurance across the project lifecycle using defect forecasting and compliance automation.

The study demonstrated that forecasting by analogy, when integrated with organizational diagnostics and structured scenario development, enabled the design of service delivery models that were both strategically sound and contextually appropriate. It recommended institutionalizing foresight in strategic planning, piloting scenario-specific interventions, and building new roles that supported data-informed governance. Through these initiatives, Actimai moved from reactive project execution toward proactive, capability-aligned service operations better suited to meet evolving client expectations and operational demands.
