Abstract Department A of Company XYZ does not have a standard project intake process. The requests are being sent from different modes of communication like emails, chats, and even a Jira ticket. This leads to inconsistent evaluation, unclear process ownership, manual work, and poor communication and status updates. This affects alignment within the department and its internal customers, capacity resource planning, and overall project teams’ efficiency. This paper designed a standardized, research-based and technology-supported intake process.

The study used project stakeholders’ interviews, user personas, impact mapping, and customer journey mapping to get information on the current process. The analysis showed four main issues: that there is no single way to submit projects, there are unclear roles and rules, there is poor visibility and communication, and there is too much manual work causing
inconsistent data. These findings, backed by research on project management, related literature and process standards helped shaped the proposed solution.

The results show that the department’s problems are not about its people’s skills, but about not having a clear, technology-supported intake process. The researcher’s proposed solution is a new Jira-based process with a single request form, clear categories, a department governance group, system and process automation, and flexibility to use Project Management Body of Knowledge’s (PMBOK) waterfall, agile, or hybrid approaches.

The successful implementation should be done in phases, managed by the department’s strong leadership, with clear governance, and regular process reviews. The researcher’s proposed solution will clearly improve the project intake process, the requests’ status and project tracking, and the overall department’s performance.
