Resource Title Pamana: Designing an Inclusive Hybrid Livelihood and Skills Hub in Malolos, Bulacan
Date Issued May 2026
Abstract This comprehensive design project proposes Pamana: a Livelihood and Skills Development Hub in Malolos City, addressing the intertwined issues of unemployment, cultural decline, and environmental vulnerability brought by rapid urbanization. The project integrates community spaces, TESDA-based training facilities, livelihood stalls, and resource recovery spaces into a single environment where learning, production, and material reuse are directly linked. By aligning skills development with real opportunities for application, the project creates a system that supports both economic participation and cultural continuity.

Designed as a community-centered and adaptive facility, Pamana also responds to the city’s flood risks by functioning as an evacuation center during emergencies. Its spatial organization allows it to transition from an open, publicly accessible hub into a secure and efficient shelter, ensuring continuous relevance in both everyday and crisis conditions. Guided by the main design concept of inheritance, the project is structured through its conceptual drivers: connectivity, continuity, and circularity. Spaces are physically and visually interconnected, enabling users to engage with different stages of learning, production, and exchange. This creates a cyclical environment where knowledge is acquired, applied, and regenerated.
