Abstract In the Philippines, state-initiated Community-Based Organizations (CBOs) are
frequently established as administrative conduits for public service delivery, a
functionalist arrangement that often embeds resource dependence and reinforces local clientelist relations. Despite their widespread presence, little is known about how these organizations navigate and potentially transcend the institutional constraints imposed by their top-down origins. This study examines the Talipanan-Bignayan Oriented Fishermen Association (TBOFA) in Puerto Galera, Oriental Mindoro, investigating how a state-initiated CBO negotiates these constraints and traverses toward collective agency. Grounded in a qualitative participatory research design, the study employed indigenous Filipino methodologies, particularly pakikipamuhay (community integration), pakikipagkuwentuhan (informal storytelling), alongside the process of Critical Reflection and a Modified Appreciative Inquiry Visioning Workshop.

Further, members engage in institutional bricolage, adapting and repurposing rigid bureaucratic structures into dynamic platforms for mutual aid, collaborative learning, collective problem-solving, and political leverage. Through processes of conscientization, fisherfolk gradually move beyond tacit coping mechanisms toward deliberate forms of collective action and self-determination.
