Resource Title LUPANG HANDOG: A Resilient Social Housing Integrating Circular Urban Horticultural System and Modular Architecture for the Flood-Prone Lupang Arenda
Date Issued May 2026
Abstract Lupang Arenda, known for its recurring floods, is a dense community in Taytay, Rizal,
formed from the resettled informal settlers from the Pasig River easement. Despite
the government’s commitment to provide socialized housing development as a
solution, Lupang Arenda remains with inadequate shelters that ensure safety from site
vulnerability. Therefore, there is an urgent need for a housing development that not
only fulfills its sheltering capabilities but also integrates resilience and sustainability.
Hence, this comprehensive design project aimed to make a theoretical step toward
creating a holistic model of social housing, particularly for the people of Lupang
Arenda.

The study sought to develop a resilient and social housing model for Lupang Arenda
that acts as a framework for future community-centric urban developments in the
country. The study used two primary design approaches: (1) Modular architecture
was integrated for cost-efficiency and flexibility, while (2) circular urban horticultural
system – as embodied by the existing urban gardening culture of Lupang Arenda –
was integrated for socio-economic development, environmental sustainability, and
community empowerment.

Through a thematic analysis of interviews with the existing residents and
professionals from housing agencies, the study determined the residents’ needs and
aspirations that were later applied in the design development. Therefore, the
community-centered design had communal spaces that Lupang Arenda lacks – like a
playground, a park, and a marketplace. An eco park for wetland restoration was also
integrated for cost-efficient floodwater management and for the enhancement of
Lupang Arenda’s environment and well-being.
